locale problems - might be Yast

Despite en_GB being installed and selected in KDE

either

System settings -> Common appearance and behaviour (sic) -> locale -> System Country (United Kingdom)

or

System settings -> Common appearance and behaviour (sic) -> locale -> United Kingdom

doesn't prevent "Favorites" on menu

attempting to change in yast not only throws up

terminate called after throwing an instance of 'std::runtime_error'
what(): locale::facet::_S_create_c_locale name not valid

but requires me to rebuild the repository database
